MIDDLE EAST & ASIAPakistanA suicide vehicle bomb detonated outside of the Serena Hotel in Quetta City on 21st April, killing four. The Tehreek-e-Taliban Pakistan (TTP) has claimed responsibility shortly afterwards. The timing of the incident is significant, as the blast targeted the hotel as the Chinese Ambassador was allegedly staying at the hotel. In the TTP’s claim of the incident, no mention was made regarding the Chinese ambassador, instead the TTP claimed the blast targeted security officials. Chinese projects and staff working on projects in the Balochistan region have been targeted frequently by militant groups in the Balochistan region, however, the majority of attacks have been carried out by Baloch separatist groups such as the Balochistan Liberation Army (BLA) and the Balochistan Liberation Front (BLF.)

EUROPERussia/UkraineOver the past few months we have been tracking gradual buildup of Russian and Ukrainian forces in and around the Donbass region. Reporting over April saw an increased effort by Russia with significant troop movements being carried out near the Russia/Ukraine border. However, reporting on 22nd April 2021 indicates Russia Defense Minister Sergei Shoigu announced that troops were to be withdrawn from areas surrounding Ukraine and return to their respective bases by 1st May 2021. However, there has been a recent change in activities noticed within the Donbass region. Surveillance missions by the OSCE in the region have experienced several occasions where their drones were not just subject to likely electronic jamming, but frequently shot at. Additionally, even with reports of withdrawals, the Russian military has already placed a significant amount of military hardware inside the Donbass region, and the Kerch Strait (which provides maritime access to the Azov and Caspian Seas) appears to remain closed due to naval exercises which will conclude in October 2021. Overall, Russian military units along the Ukrainian border may well begin withdrawing, but this is unlikely to decrease the potential for tensions in Donbass region to escalate.

AFRICAChadA day after being re-elected for a sixth term, it was announced on 20th April that President Idriss Deby had been killed on the frontline. Deby had visited troops in northern Chad where government forces have been fighting FACT rebels that launched an offensive on 11th April 2021 aiming to topple the President. His death, coupled with increased movement of military vehicles in N’Djamena, and fighting taking place about 300 km north of N’Djamena, generated panic with many fleeing into Cameroon. The creation of a transitional military council with Deby’s son, General Mahamat Kaka, named interim president, has created anger among the political opposition, who described its creation as an “institutional coup”, expressed doubt the transitional military council will not respect the 18-month transition period and called for an inclusive dialogue. Divisions have also been reported within the military, with a faction arguing that the military should be led by a civilian government. FACT have said “there can be no dynastic devolution” and vowed to continue with their offensive. Chad is a key western ally in the Sahel, playing a major role in COIN operations and further political instability will have wider ramifications in the region.

NORTH AMERICAColumbus, OhioOn the afternoon of 20th April a 16 year-old girl was shot and killed by a police officer in a residential area of Columbus, Ohio. The girl, Ma’Khia Bryant, was armed with a knife and in the act of attacking another woman when police arrived in response to a 911 call. The involved officer, Nicholas Reardon, fired four shots, killing Bryant at the scene despite their efforts to administer first aid. Reardon has been taken off patrol duty pending an investigation. Later that evening, protesters under the flag of Black Lives Matter (BLM) gathered at the scene of the shooting and outside Columbus police headquarters to march in protest against the shooting. Happening only minutes before the verdict in the Derek Chauvin/George Floyd case in Minneapolis, the shooting has added another incident that will likely continue to be cited by BLM as justification for ongoing protests at a time when it was hoped the Chauvin trial conclusion would reduce tensions.

SOUTH AMERICAJalisco, MexicoOn the morning of 19th April, a large police operation targeted a set of safehouses of the Jalisco New Generation Cartel (CJNG) in the heart of Zapopan, in the state of Jalisco, Mexico. The incident began shortly before 11:00am in the otherwise quiet neighbourhood of Chapalita, where police responded to reports about the presence of an armed group. A shootout ensued as the suspects attempted to escape via the roofs. Three suspects were shot dead when they attempted to take a police officer hostage. Ultimately, 32 suspects were arrested and two police officers sustained minor injuries. Once inside, the police found seven blindfolded kidnapping victims, of which one had already passed away. Authorities believe the victims had been forcibly detained for about a week, despite no missing person reports having been filed in their names. Furthermore, 30 firearms, tactical equipment, and explosives were seized. In video footage recorded by the police, one of the officers examining the seized weapons can be heard saying: “They have better stuff than we do.”
